PHOENIX – Phoenix Rising FC announced on Tuesday it had signed defender Harvey Neville ahead of the 2025 USL Championship season. The transaction is pending league and federation approval.
Neville joins Rising having competed most recently for Sacramento Republic FC on loan from the Portland Timbers 2 of MLS NEXT Pro. The 22-year-old made 10 appearances for Sacramento late in the campaign, recording five chances created in 276 minutes of action.
Previously in the 2024 season, Neville had recorded five assists and 25 chances created in 23 appearances for T2 while winning 20 tackles at a 74.1 percent success rate and 59 duels at a 52.7 percent success rate. He also logged nine interceptions and 73 recoveries for the side.

Getting the chance to learn and grow under Coach Pa was a big draw for me, and it’s clear the club is building something special here,” said Neville. “I’m eager to help the team chase trophies this season and prove myself as one of the best fullbacks in the league.”
Neville began his development in Manchester United’s academy system, joining the club in 2013 as a 10-year-old. He spent seven years in Manchester United’s academy, had a brief stint with Valencia’s youth team in Spain, and played an additional two years with Manchester City’s academy.
Neville later signed a professional contract with Inter Miami II and made 21 appearances for the side in USL League One during the 2021 season, notching one assist. The following year he was called up to Inter Miami’s First Team and made his debut in the Lamar Hunt U.S. Open Cup against South Georgia Tormenta FC that May. He went on to make 12 appearances in MLS for the side before joining the Timbers organization.
“We have players at right back, but Harvey brings valuable experience with his background. He’s been in the Manchester United academy, played in MLS, and competed in the USL, so he has the pedigree and versatility we’re looking for,” said Phoenix Rising FC Head Coach Pa-Modou Kah. “He’s played multiple positions, and I’m excited to work with him and see what he can contribute.”
