PRO, USL Statements on Substitution Rule Violation

PRO Referee, USL statements on exceeding of in-game substitution windows allowed in San Antonio FC, FC Tulsa match

PRO Statement:
“During Saturday night’s match, officials allowed a fourth opportunity for San Antonio to make a substitution. While the team was still inside their substitutions allotment of five allowed for this match, this substitution was against the temporary amendment to the Laws of the Game. Pro acknowledges that our officials made an error and will address this internally.”

 

USL Statement:
“In accordance with league rules, match replays or forfeitures are only contemplated in cases where the total number of substitutions allowed has been exceeded. In the case of Saturday night’s match, it was not the total number of substitutions that was in question, but rather the number of moments in which those substitutions were allowed to occur. While the Laws should be adhered to by the referee crews and teams, the moments component is largely procedural and in place to avoid additional stoppages and delays. As such USL, in consultation with PRO, as well as the IFAB, will uphold the 2-0 result.”
